Fiscal takes a closer look at R&D and IP Box
The deadline of 8 November was to express one's opinion on two preferences for innovations. Entrepreneurs, however, fear that the Ministry of Finance's aim is not so much to analyse the functioning of these reliefs as to limit the right to them - writes Dziennik Gazeta Prawna.
The surveys have been sent to an e-mail address, with a request to pass on the information to others as well. Participation in the survey is voluntary and, as assured by the Ministry of Finance, it is anonymous. The Ministry has provided a separate link in the e-mails where interested parties can complete the survey. Responses cannot therefore be linked to an access code for the survey.
Adam Allen, tax adviser and partner at Thedy & Partners, views very positively the very initiative of the Ministry of Finance regarding the survey on R&D relief and IP-Box relief. Moreover, this could be the start of a good practice of checking whether certain tax solutions, once implemented, work well or need to be modified.
– Unfortunately, if this was the aim of the survey – the wrong questions were largely asked. While it is true that the survey does provide some information about the experiences of companies with these reliefs – the questions are too few and essentially too general. On the other hand, based on other questions, it is possible to predict the effect of the survey in the form of the conclusion that most companies carry out R&D activities independently of the reliefs and that many companies use external advice when using the reliefs. However, what is the reason for this – it will not be possible to find out from the survey – adds Adam Allen.
