Work on e-invoices within KSeF (Eng. National System of e-invoices) at the next stage
The inter-ministerial and public consultations on the amendment to the VAT Act, which, among others, provides for the introduction of e-invoices, have come to the end. The Ministry of Finance wants to accelerate works so that entrepreneurs can begin the first tests as early as October.
The possibility of testing the system is the MF’s response to the postulates of entrepreneurs made during the consultations. The amendment assumes that the first stage of using e-invoices will be voluntary. Compulsory e-invoicing will only start to operate as of 2023.
– According to the Ministry of Finance, the amendment is to be published in the Journal of Laws on 1 October 2021. And for 3 months – October, November and December – entrepreneurs will be able to test the new system. Everyone will be able to take part in the pilot program. The Ministry hopes that the test programme will help to promote e-invoices and from 2022 a large group of companies will decide to use electronic invoicing – says Andrzej Kapczuk, tax adviser, partner at Thedy & Partners.
Let us recall that e-invoicing will be a standardised form of document. Taxpayers who choose the new system will be able to recover VAT in 40 days, instead of 60. The invoice will remain in the MF system. E-invoices will have a unified form.
